The government has a target to open 500 more free schools - and all new schools opened
by academy trusts now have to be designated as free schools.
When schools become academies, they are overseen
by academy trusts, and increasing numbers are part of chains, otherwise known as multi-academy trusts (Mats).
Free schools are state - funded schools which can be set up by community groups or charities - but are now most commonly opened
by academy trusts.
The scale of the deficits accumulated
by academy trusts was revealed in a Freedom Of Information request obtained by BBC 5 live Investigates.
Provided the trading subsidiary is 100 % owned
by the academy trusts then the subsidiary's PSC register will only need to disclose details of the parent academy trust.
But formal arrangements encouraged by the government or
by some academy trusts and school heads via regular parental contributions risk shifting the responsibility for funding education from the state to philanthropy.
The Academies Financial Handbook places emphasis on the need for the accounting officer to manage carefully relationships with connected parties to avoid real or perceived conflicts of interest and to ensure that restrictions placed on trade that can be undertaken
by academy trusts with connected parties are complied with.
There is, once again, commonality with the challenges faced
by academy trusts and schools who are facing similar deliberations about the management, co-ordination and reporting of «quality» related activities.
The Prime Minister is proposing that all schools graded «requires improvement» would have new leadership imposed on them and be taken over
by an academy trust if they do not have a credible plan to raise them to «good» or «outstanding».
