While concerns about MIH can be easily translated in these meetings, the Council's issues with Zoning for Quality and Affordability (ZQA) are far more varied and reflect the opinions raised

by Community Board 12, Manhattan on Friday May 11, 2012.
As part of the ULURP, the proposal — which could add 6.5 million square feet of commercial space to the neighborhood — will be reviewed
by community boards 5 and 6, the Manhattan borough president, the City Planning Commission and the City Council.
Developers Washington Square Partners and Acadia's original plans for the 4650 Broadway project site — which were voted down
by Community Board 12 in March after community backlash — included a 23 - story building with 372 rent - stabilized apartments.
Parks Department officials said the work had been approved
by Community Board 12 and IPRP leadership last fall.
Brewer's disapproval, which only serves as a recommendation as the rezoning application makes its way through the land use review process, echoes concerns raised
