EARS works on several fronts: They accept animals from owners who need temporary help with housing or feeding; respond to reports of animals abandoned or lost in the flood area; take in animals picked up from the flood area

The general public inevitably picks up the bill for this fallout though taxation required to run overburdened animal control services,

dog warden access to their property however humane society police officers must have either an invitation from the property owner or a warrant to access that same property.
