Legislators rejected this change during the first round of budget negotiations, with the Assembly creating a
credit based on income (and not tied to local spending) and the State Senate embracing a
simpler but less onerous plan advanced
by groups representing cities, towns, counties, school boards and villages to give the «freeze»
check back to the local government to invest as it sees fit.
