Plenty of «good» schools by other measures, however, are only fair
by a value added measure.
A significant number of schools that are safe but below average in absolute academic performance (perhaps half to the 10 % of schools that over perform) are excellent

value -
added assessment.
Important work
by Stanford University researcher Raj Chetty and his colleagues finds that
value -
added measures of teacher quality predict students» outcomes long into the future.
We compared a principal's assessment of how effective a teacher is at raising student reading or math achievement, one of the specific items principals were asked about, with that teacher's actual ability to do so as
measured by their
value added, the difference in student achievement that we can attribute to the teacher.
Our basic
value -
added model
measures the effectiveness of a principal
by examining the extent to which math achievement in a school is higher or lower than would be expected based on the characteristics of students in that school, including their achievement in the prior year.
We find a positive correlation between a principal's assessment of how effective a teacher is at raising student achievement and that teacher's success in doing so as
measured by the
value -
added approach: 0.32 for reading and 0.36 for math.
This statistical methodology introduced a new paradigm for predicting student academic progress and comparing the prediction to the contribution of individual teachers (or

measured by student gain scores.
Thus,
by measuring gains, we can pinpoint the «

added» to its students» educational experience.
