Tortoises want a larger
space, but even an adult Greek tortoise is happy in a
cage that is two by four feet, which is still far less than the
space requirements of a dog or cat.
But the bill as introduced and as it passed the House of Representatives did double the size of the
cages and
space for each dog, banned stacking of
cages, required outdoor exercise, mandated a program of veterinary care, increased inspection
requirements, and imposed specific
requirements for temperature, ventilation, lighting, solid flooring, sanitation, fire protection, and waste disposal. A complete summary of the original bill's provisions is at the end of this article.
