at least one indicator from the four categories, and a handful of plans — Washington, D.C.'s, Louisiana's, Massachusetts's, New Mexico's, and North Dakota's — will use
at least one indicator from each category.5 Overall, the 17 submitted ESSA plans include nearly 40 indicators — measured in a variety of ways — across all four categories of indicators.6 On average, these measures contribute to around 20 percent of school
