External Affairs Manager for
CAP, Helena Webb, said the main cause of the problem was people
moving into empty homes and not being able to afford a bed or other
household items.
Of the
households capped to date, nearly a quarter (16,000) have since started a Working Tax Credit claim — indicating they have
moved into work — which is good news.
A DWP spokesperson said: «Since the benefit
cap was introduced, around 29,000
households who previously had their benefits
capped have
moved into work — an increase of 3,000 in the last quarter.
London Councils, which represents local authorities in the capital, warned the committee: «It will be increasingly unviable for
households to avoid the
cap by
moving to lower value areas (including areas outside of London) given that housing costs will be more widely unaffordable.»
She has backed
moves to reduce the
household welfare
cap and restrict tax credit and universal credit payments to two children, arguing that there is a clear public appetite.
Current economic studies also suggest that the most efficient policy is to raise the cost of CO2 emissions substantially, either through
cap - and - trade or carbon taxes, to provide appropriate incentives for businesses and
households to
move to low - carbon activities.
