emission reductions.
The competitiveness of conventional
coal - fired electricity generation relative to other technologies diminishes as the stringency of an
emissions cap increases.
Consequently, the research report calls for action: (1) to reform electricity markets so that low cost renewables are dispatched first; (2) to extend robust moratoriums on new
coal power plants; (3) to
cap longer - term
coal consumption and
emissions in the power sector in the context of carbon markets.
The rise in
emissions is widely attributed to precious metal mining projects,
coal fired power plants and melting polar ice
caps.
Again, states have plenty of leeway on how to reduce
emissions: they can switch from

emissions, thus taking into account the externalities of those

emissions, so the
cap on the energy sector will matter most, but still, I'm not sure how K - G - L, or Keggles, could possibly plan on tackling the oil industry without either a
cap on its
emissions or a tax.
Several of the most
coal - dependent utilities have endorsed the House bill, but the
coal coalition has not — it wants
caps on the price of
emission permits, among other amendments.
Serious opposition to
cap and trade generally comes in two forms: an argument that more direct action — in particular, a ban on
coal - fired power plants — would be more effective and an argument that an
emissions tax would be better than
emissions trading.
