Ever since the Environmental Protection Agency administrator, Stephen G. Johnson, denied California's request for a
waiver allowing it to put new controls on greenhouse - gas emissions from
cars and light trucks, the agency has repeatedly claimed that its new federal
standard is more aggressive than California's plan.
California has always had a special
waiver from the EPA allowing them to impose higher emissions
standards than the rest of the country on any
cars sold in - state.
As Wehrum, Pruitt and EPA policymakers work to figure out the new national emissions
standards for
cars and light trucks, they are hearing from groups including the American Consumer Institute and its Koch - tied coalition on the importance of revoking the California
waiver.
If there is a way for
car companies to increase emissions
standards without increasing mpg, then the
waiver might not lead to better fuel efficiency.
