All countries could agree to impose a common
carbon emissions tax, which would increase the price of fossil fuels in proportion to their carbon content.
The most efficient carbon price is almost certainly a pure
carbon emissions tax applied on all emissions in the economy, with revenue recycled through reductions in the most distortionary taxes in the economy — the so - called double dividend.
This is a staggering number, one that goes far beyond
