It is true, as would - be reformers often argue, that statutes, policies, rules, regulations, contracts, and case law make it tougher than it should be for school and system leaders to drive improvement and, well, lead.

Todd Whitaker and Steve Gruenert's excellent book School Culture Rewired: How to Define, Assess, and Transform It makes a powerful case for why focusing on culture is our primary concern as site leaders: «Culture is not a problem that needs to be solved, but rather a framework that a group can use to solve problems» (p. 6).
