In the US, for instance, a proposal to force California's two nuclear power plants — which generate 16 percent of the state's electricity — to shut down immediately when the Nuclear Waste Act of 2012 becomes law, would
cause rolling blackouts, spikes in electricity rates and billions of dollars in economic losses each year, according to the state's nonpartisan analyst, the Legislative Analyst's Office, in November.
«Gradual warming of the earth's atmosphere is
caused by the developing countries as well as the developed countries,» says English professor Wang Xiansheng of Zhengzhou University, which is also facing
rolling blackouts as a result of the current coal shortage.
