The Tax Foundation recently published research that found America's top
rate of business tax — 35 per
cent — is the highest amongst the 34 industrialized nations
of the Organization for Economic Cooperation and Development (OECD).
Republicans talk
of sparking economic growth
rates in the range
of four per
cent, but models run by non-partisan forecasters, such as the Wharton
business school at the University
of Pennsylvania, predict only a modest increase over the shorter term.
Finance Minister Carole James says only five per
cent of businesses will be paying the full tax
rate and those covering the existing health premiums for their employees will see savings as the fees are cut in half and then eliminated.
These
businesses delivered an average internal
rate of return
of 14.4 per
cent, if priced at «fair value» at that date.
Business investment has been a major driver
of growth in recent years, expanding by 18 per
cent over the past year, and at an average annual
rate of 14 per
cent over the past three years.
Business credit has thus strengthened quite markedly, so that it is now growing at a

cent, well above that for the household sector.

of year - ended inflation outcomes should lie between 2 and 3 per
cent, not that the annualised average inflation
rate from the start
of the
business cycle to the end should necessarily lie between 2 and 3.

Another announcement that will benefit Greater Vancouver Board
of Trade Members is today's affirmation that the Provincial Government will cut the small
business corporate income tax
rate from 2.5 per
cent to 2 per
cent, which will make B.C. the second-most competitive tax environment for small
business in the country.
The rub is that totally eliminating all deductions for those with incomes over $ 1m would not even raise enough revenue to cover reducing their marginal tax
rates from 39 to 33 per
cent, let alone offset their benefit from huge
rate reductions on
business and corporate income, and the elimination
of estate and gift taxes.
While we were pleased to learn
of the government's September 2017 announcement to cut the small
business income tax
rate from 2.5 per
cent to 2 per
cent, we note it was accompanied by an increase to the general corporate income tax
rate of one percentage point (to 12 per
cent).
Small
business provides nearly 55 per
cent of all private - sector jobs in British Columbia, the highest
rate in the country.
I have had some
business leaders tell me that they have been surprised to see, for example, companies in Asia pursuing investments with implicit returns
of around 3 to 4 per
cent, well below most companies» hurdle
