In order to protect the inner market (and maybe even breeders) the US Government suggested making an amendment to the Farm Bill of 2008 that forbids importing puppies less than 6 months old for the purpose of sale and - drum beat - all non-US breeders must present a
certificate stating that the
dog has no health issues and has all of the necessary vaccines!
