Before taking the role, Sir David was a positive advocate for openness, claiming during a presentation at the Independent
Academies Association conference in October 2014 that the individual votes
of headteacher board members — who advise regional
schools commissioners (RSCs) on
academy chain takeovers — would be made public.
Sir David (pictured), who started the job at the beginning
of February, was unable to answer questions about his plans to introduce a new tier system for

Schools Week for further information about transparency — and why it was now missing from his plans — were also refused.
The fact that councils can no longer open new
schools is the subject

academy chains to take on extra

In his interview, Sir David revealed plans to create four tiers
of academy chains, ranging from starter trusts made up
of five or fewer
academies to «system leaders»: large
chains with 30 or more
schools under their umbrellas (see last page).
An analysis published by the Policy Exchange think tank showed that in the most recent waves
of free
schools, more than two - thirds were opened by
academies or
academy chains.
The charter
chain came under fire after a recent New York Times investigation revealed that administrators at one Success
Academy school kept a «got to go» list
of struggling students that they actively worked to push out.

chain ARK, this primary
school will open on a temporary site in the Queen's Park area
of north Westminster in September.
Labour's shadow education secretary Lucy Powell said: «Just because they have become an
academy or are part
of a
chain doesn't mean that a
school will automatically succeed.
It can also assist where an established
academy is taken over by an existing
academy chain or where a free
school is established upon the merger, take - over and / or closure
of existing
schools or services.
But Morgan's hopes were quickly dashed when the NASUWT general secretary, Chris Keates, followed her at the podium and asked Morgan to reconsider the plan to move 16,000
schools in England from local authority oversight to control by
chains of academy trusts by 2022.
