Change Adaptation Strategy required under section 476 each State shall prepare a State natural resources adaptation plan detailing the State's current and projected efforts to address the potential impacts of climate change and ocean acidification on natural resources and coastal areas within the State's jurisdiction.

(Sec. 475) Requires the President to: (1) establish the Natural Resources Climate Change Adaptation Panel to serve as a forum for interagency consultation on and the coordination of the development and implementation of a Natural Resources Climate
Change Adaptation Strategy; and (2) develop such Strategy to protect, restore, and conserve natural resources to enable them to become more resilient to, adapt to, and withstand the impacts of climate change and ocean acidification and to identify opportunities to mitigate those impacts.
(Sec. 474) Requires the Chair of the Council on Environmental Quality to: (1) advise the President on implementation and development of a Natural Resources Climate
Change Adaptation Strategy and federal natural resource agency adaptation plans; (2) serve as Chair of the Natural Resources Climate Change Adaptation Panel; and (3) coordinate such strategies and activities.
