changes to the Temporary Foreign Workers program, which will simplify and speed up the hiring

Trump's tax
bill isn't the biggest tax restructuring
in decades, and it certainly doesn't offer the biggest cuts for individuals and businesses the country has seen, but the
changes are great enough that they will seriously impact business operations and
processes going forward.
That might
change, as several
bills have popped up
in the US House of Representatives this year, aimed both at expediting the
process for religious groups threatened by ISIS and at beefing up the screening of anyone from Iraq or Syria.
Cuomo originally sought to impose a 2 percent cap on the value of arbitration awards
in a
bill submitted
in January with his Executive Budget, but backed away from that proposal when the Legislature resisted making any
change to arbitration as part of the budget
process.
As a constitutional
change, the
bill requires more work to pass than normal legislation:
Changes must be ratified by two consecutively elected Legislatures and then by voters
in the next general election (for example, casino gaming was approved by that
process in 2013).
Among other
changes in the new legislation, the
bill requires an appeals
process for both the victim and the accused during a campus adjudication of a sexual assault allegation.
The legislature has released
bills outlining a
change to the state's constitutional amendment that they say will help prevent the notorious gerrymandering that the legislature is known for and make the
process more independent
in the future.
Political observers say the ability to tweak district lines is crucial to the Republicans» ability to stay
in power, and they have been loath to cede any control over the
process — their reform
bill, which passed the Senate
in March, sets
in motion a constitutional
change that would not take effect for a decade.
Other
changes include a shift
in the way legislation will be introduced at the council, and the creation of a legislative drafting unit designed to help members speed up the
bill writing
process.
Tenant activists and Democrats — including Governor Andrew Cuomo — questioned the
bill because it requires income verification for tenants of rent - regulated apartments and makes no
change in vacancy decontrol, the
process by which apartments become deregulated when their monthly rent tops $ 2,500.
Governor Cuomo and the legislature announced
in March that they had agreed on a
process to
change the state's constitution to revoke pension of legislators who are convicted felons, but the Assembly never actually approved the deal, offering an alternative
bill instead.
Changes meant to tweak the committee
process include the move to a two - year session so that
bills introduced
in the first year of session would not be sent back to square one if they didn't make it to a floor vote.
But that may soon
change, as California Gov. Jerry Brown signed a
bill in September that will begin the
