I think it would make the most sense to just port the Wii U / 3DS version, bring back
characters that were taken out due to the restrictions of the 3DS (
Ice Climbers / Pokemon Trainer) and update it with newer
characters and stages.
Ice Climbers will only come back if Sakurai does what he did to Zelda / Sheik and Pokemon Trainer and reconfigures the whole
character to work as one thing.

Only two rules are being applied here: no returning
characters (therefore no Solid Snake,
Ice Climbers or Pikachu, if anyone ever cared about that one), and no guests coming from anime, movies or comics, therefore no Goku.
One of the most damning reasons that this funky duo has so little chance of being added is that tandem
characters aren't technically feasible on the hardware, according to Smash Bros. creator, Masahiro Sakurai, which is the primary reason why the
Ice Climbers were left out in the cold this generation.
