charter public school enrollment surpass 3.2 million students for the first time, Arizona is proud to join students, families, educators and advocates across the country in celebrating National Charter Schools Week.

To understand the decline in growth, Lake, et al., interviewed the operators of 74 different Bay Area
charter schools; examined data on
school openings, closings, authorizations, and
enrollment; and reviewed media coverage,
public polling data, demographic data, and facilities leasing and purchasing information.
Today, almost half of the city's
public school enrollment is in
charters, even more kids are on
charter waitlists, and PCSB has the authority to continue growing its portfolio.
The authors begin by presenting a great deal of descriptive data on the overall
enrollment and aggregate racial composition in
public charter schools compared to traditional
public schools.
Next, we calculated the total number of
charter schools and the total
enrollment in
charters and traditional
public schools in each
school district.
The findings, which will be published in the spring issue of Education Next and are now online at www.EducationNext.org, show that students attending
charter high
schools in Florida and Chicago have an increased likelihood of successful high -
school completion and college
enrollment when compared with their traditional
public high
school counterparts.
Charter enrollment is even more impressive if you look at the fine print: In 2008,
charters enrolled 48 percent of
public -
school 6th graders, up from 36 percent a year earlier.
The decision was perhaps the biggest advance yet for a movement that embraces not only vouchers, but also an assortment of new arrangements in
public education, among them
charter schools, corporate management of
public schools, open
enrollment, and other alternatives to traditional
schools.
Remarkably, the entire
enrollment growth in American
public education since 2006 has been accounted for by
charter schools.
During the past two decades,
charters have grown from three
schools educating 160 students to more than 100 independent
schools that educate almost 42,000 students, close to half of the District's
public school enrollment.
In a separate 2009 study, Winters also found that «the more students a
public school lost to
charters, the better its remaining students performed — probably because the
school now faced competition from
charters for
enrollment.»
Choice programs come in several flavors, including
charter schools, which are publicly funded but independently operated; private
school vouchers, which cover all or part of private
school tuition; and open
enrollment plans (sometimes called
public school vouchers) that allow parents to send their child to any
public school in the district.
Designing an effective
charter school policy therefore requires attention to details about accountability and other features, such as whether
enrollment in
charters is unified with traditional
public school enrollment processes and whether
charter schools provide transportation for students.
By 2015 to 2016,
enrollment in D.C.'s
public schools rose to 87,443, with 112
charters and 111 district
schools.

charter schools can deny
enrollment to any student who does not measure up to the
charter school's standards of behavior and performance.
While many
public school choice options can be considered by states — including open
enrollment policies and magnet
schools — the most prominent
public school choice policy is
