charter school in the
district «we would wholeheartedly support them.»
Broward last year had the 10th - largest
charter school population among
districts in the
nation.
While serving at - risk students
in one of the
nation's highest - cost cities,
charters get, on average, only two - thirds as much per - pupil money as
district schools get.
Certainly one could have expected some response to Thomas B. Fordham Institute research czar Mike Petrilli's compelling and intelligent argument for expanding
charter schools and other forms of
school choice
in suburban
districts (an argument made ad nauseam by Dropout
Nation and its editors since its revival three years ago).
Animosity between
school districts and
charter schools has been the norm since the
nation's first public
charter school opened
in 1992.
That last point is significant as more people become aware of just how myopic it is to accuse
charter schools of segregation when they serve only 5 percent of the
nation's students while ignoring the systemic and indefensible politics of segregation that exist
in traditional
school districts.
But there is another place with a scandal - plagued
charter sector that gets less national attention than it should: California, which has more
charter schools and
charter school students than any other state in the nation, and where one billionaire came up with a secret plan to «charterize» half of the Los Angeles Unified School Dis

Let me conclude with five recommendations for how
charter schools and
school districts can move forward
in order to prepare the best - educated generation
in our
nation.
Because of this, Indianapolis is one of the few big cities
in the
nation where
charter school students are progressing enough on standardized tests to close the achievement gap between urban
districts and the state average.
Our financial comparisons are somewhat broader
in scope — involving the cost per high
school pupil attending one of the largest public
school districts in the
nation and those attending a large
charter school system.
The
school district,
in anticipation of Tuesday's meeting and questions for the
charter division, issued a statement saying, «As the
nation's largest authorizer of
charter schools, LA Unified has established positive and collaborative relationships with our
charter operators.
Animosity between
school districts and
charter schools has been the norm since the
nation's first
charter school opened
in 1992, but that is now starting to change.
To promote it, he is blitzing the country and filling the
nation's newspapers with an argument that is familiar yet powerful: High quality
charter schools are the best hope for urban education, so states and cities should do everything
in their power to allow them to grow and prosper, and
school districts should embrace them as well.
The report's author, Max Eden, explains that while
charter enrollments cost
district schools over $ 400 million a year, after the state's «unique reimbursement» — which he claims is one of the most generous reimbursement plans
in the
nation —
districts are getting paid a significant amount of money for students they no longer teach.
Receiving recognition from our
Nations largest
charter school organization and the board that authorizes
charter schools in the
District only serves to strengthen our resolve and let us know that we're headed
in the right direction.
Bobby Jindal's Push for Choice: While Dropout
Nation has devoted plenty of space to reform efforts
in other states, it hasn't taken as much notice as it should about what is happening
in Louisiana outside of the Recovery
School District effort in New Orleans, which has been the epicenter of the expansion of charter schools and school c

With over 1,000 public
schools — including more than 200
charter schools — the Los Angeles Unified
School District is the largest district in California, second largest in the nation following N

The changes to the rules that govern
charter schools and who can make those changes will impact all future
charter school petitions
in the
district, which oversees more
charters than any
in the
nation.
At stake were four seats on the seven - member Board of Education — and the direction of the
school system, whose leaders have been
in a pitched battle over the growth and oversight of
charters in the
nation's second - largest
district.
With LA Unified having more
charter schools than any
district in the
nation, the measure has enormous implications but faces an uphill battle as statewide polling has shown consistent support among voters for
charter schools.
In addition to her work as a legislator who fought tirelessly for the children she now serves, she is also a Broad Fellow and is among an elite group of individuals who lead some of the

As a former
district public
school teacher, administrator and PTA president, I'm deeply disappointed that the
nation's teacher unions chose to battle rather than seek the enormous opportunities for teachers, as well as families and students,
in the
charter idea.
LA Unified has more
charter schools than any other
district in the
nation.
Although it has by far the most total
charter students of any
district in the
nation, LA Unified is behind 33 other
districts in regard to the percentage of students enrolled at
charter schools, the report found.
As Own Davis recently reported for the
Nation, Newark's
charter schools chronically underserve the neediest student population
in the
district.
Of all the
nation's
school districts, only
in New Orleans and Detroit do
charter schools serve higher percentages.
Writing for the Washington Post, Lindsay Layton reported the NOLA
district closed the remaining neighborhood
schools as part of a «grand experiment
in urban education for the
nation,» shifting local control of public
schools by voters and their elected representatives to privately operated
charter schools.
«The NAACP's resolution is not inspired by ideological opposition to
charter schools but by our historical support of public
schools — as well as today's data and the present experience of NAACP branches
in nearly every
school district in the
nation,» said Cornell William Brooks, NAACP president and CEO.
Many urban
districts across the
nation have expanded the proportion of
charter schools; increased the percentage of teachers trained
in alternate certification programs; widened attendance zones; adopted voucher programs; constructed new facilities; and changed their relationships with teachers unions.
He found that the studies show that while there are some examples of success, particularly
in large urban
school districts that primarily serve students of color like those
in New York City and Boston, they also show that across the
nation, there is little evidence that
charters do better than traditional public
schools when it comes to student test scores.
«As the
nation's voice for educational choice, we will continue to proactively advance the idea that students and families deserve to have educational options that they've been demanding
in every state — whether that is
in a traditional
district school,
charter school, magnet
school, private
school, or through online learning and blended models.
