Charter school leaders say they would like to pay teachers more but the state does not provide them enough money to cover facility costs, forcing them to make up the difference in their operating budgets.

ALBANY — Two of the state's top education
leaders say there isn't an urgent need to raise or eliminate the state's cap on
charter schools since a third of the available
charters under the limit have not yet been awarded.
Charter schools will be big winners in the new state budget under a tentative deal hammered out by Gov. Andrew Cuomo and legislative
leaders Thursday night, sources close to the talks
said.
