Woodland and Fremont argued that the change,
done without consulting the districts,
did not follow state law, something both the Cook County
circuit clerk and now the appellate
court agreed with.
The
Court of Appeals
does believe that the Bar Association's activities promote the administration of justice in the Eighth
Circuit and its judges have authorized the
Clerk of
Court to assist the Bar Association by, among other things, assisting the Bar Association in distributing announcements for its educational programs.
