If by law or regulation stations could be required to provide
time regularly to members of Congress, on the basis that it is the right of all
citizens to have an opportunity to see and hear their chosen representatives, and if a similar requirement were to insure
free access to all congressional candidates
during elections — only then can the knot be severed.
