In regard to primary and secondary education, initiatives include imposing caps on
class sizes; ensuring
schools have the necessary support staff; funding full - day kindergarten and half - day junior kindergarten for vulnerable children; eliminating fees and fundraising for learning essentials, such as computers; phasing out private

The Chicago Tribune reports that Chicago Public
Schools agreed on Wednesday to implement a universal, in -
class breakfast program for all of its 410,000 students.
To remedy this problem, some districts, particularly those in large urban areas, have adopted universal, in -
class breakfast programs whereby all students are able to obtain and eat a free
breakfast in their classrooms at the start of the
school day.
Here in Houston we've already implemented the same
program district - wide, and for those unfamiliar with it, «in -
class breakfast» means just that: children receive a free
breakfast (regardless of economic need) and bring it into their classrooms to eat at their desks as the
school day begins.
The comprehensive
program, established in 1995, includes free daily
breakfast for all students; two representatives from each elementary
school class roll a red wagon piled high with nine - grain muffins or
breakfast focaccia back to their classrooms.
While most U.S.
schools offer meal
programs, many students do not participate in cafeteria - based
school breakfast programs because of bus schedules, late arrivals to
school, pressure to go directly to
class or reluctance to be labeled as «low income.»
This year's

school nutrition professionals is the second to complete the training; in its first year after the new scratch cooking
program started the district served 38,000 more
breakfasts, 106,000 more lunches, and 9,000 more dinners than it did the previous year.

Another major hurdle in bringing vouchers to rural communities is that the public
schools are more than just places for children to learn: they serve a critical social and economic function by serving as the primary employer of small communities, offering healthcare for children and adults alike and frequently offering food pantries,
breakfast or lunch
programs and night
classes.
