WASHINGTON — As American schools reopen, a 15 - year effort to «professionalize» the job of teacher is running up against a strong counterforce — the urgent need to
fill classroom vacancies.
«We're looking at the master schedule to see where there are
classroom vacancies in certain times of day and locations,» Runcie said.
From 2010 to 2014, enrollment in North Carolina's teacher education programs fell by 26 % (and by 30 % for graduate programs), and, as in California, its school districts became increasingly reliant on short - cut entry programs to
fill classroom vacancies (Bastian, 2015).
«We're looking at the master schedule to see where there are
classroom vacancies in certain times of day and locations,» Runcie said.
Similarly, when it becomes necessary to fill
a classroom vacancy or to remove an ineffective teacher, district officials are often hobbled by contract language.
With the new school year set to begin Aug. 24, Oakland has some 50
classroom vacancies.
