When I taught a seminar at Bard College
in 2007 on the role of
communication in shaping environmental
policy, I had the students split into defenders of two approaches taken by prominent
climate scientists.
I agree with her that there is plenty to debate, both on the science
in tough areas like attribution and
climate sensitivity and on what mix of incentives, investments,
policies,
communication efforts and other actions can build a more durable human relationship with the
climate system.
Now, Matthew Nisbet, a
communications researcher at American University who has focused of late on
climate campaigns (generating no shortage of sparks), takes a long deep look at McKibben's career
in «Nature's Prophet: Bill McKibben as Journalist, Public Intellectual and Activist,» a paper published by Harvard University's Shorenstein Center on the Press, Politics and Public
Policy, where Nisbet recently completed a residency.
These other factors include the economy, confusion over colder weather and other perceptual biases, general distrust of government,
climate policies such as cap and trade that are not easily sold as effective or
in line with public values, the absence of White House leadership on the issue, institutional barriers
in Congress and at the international level, and the continued
communication and
policy missteps of some scientists and environmental advocates.
A few points that have caught my interest so far: • dealing with complex problems using complex tools, ideas • the idea of reconciliation
in scientific debates is to try different approaches
in an experimental meeting for attempting nonviolent
communication in impassioned debates where there is disagreement • reconciliation is not about consensus, but rather creating an arena where we can have honest disagreement • violence
in this debate derives from the potential impacts of
climate change and the
policy options, and differing political and cultural notions of risk and responsibility.
Heartland's
policy positions, strategies and budget distinguish it clear as a lobby firm that is misrepresenting itself as a «think tank» - it budgets $ 4.1 million of its $ 6.4 million
in projected expenditures for Editorial, Government Relations,
Communications, Fundraising, and Publications, and the only activity it plans that could vaguely be considered
policy development is the writing of a curriculum package for use
in confusing high schoolers about
climate change.
