While the United Nations Security Council acknowledged
in its resolution 1991 of 28 June 2011 that the elections
in the DR Congo are a «key condition for the consolidation of democracy, national reconciliation and restoration of a
stable, peaceful and secure
environment in which stabilization and socio - economic development can progress» it places the main responsibility for the elections with the Congolese government instead of ensuring the government has the necessary means available to
conduct them.
