Following the
consultation, the Transport Secretary, Geoff Hoon, announced in January 2009 that, having considered the evidence, he had decided all three conditions
on noise,
air quality and surface access, had been met and therefore plans to build a third runway and additional terminal at Heathrow should proceed.
