Congress can carve out classes of products from
consumption taxes just as they carve out exemptions from the income tax.

Liberals counter that during a recession you need more
consumption, not investment; and you can afford to give significant benefits to practically everybody
just by jacking up the
tax rate on the richest five percent.
Historically whenever global demand is weak, and unemployment high, countries will try to gain a larger share of that demand by reducing wages or otherwise
taxing households to subsidize production (devaluing the currency is
just a way to
tax the
consumption of imports and to subsidize exporters).
But health advocates are understandably elated by the victory: after a similar
tax was instituted in Mexico, there was a measurable drop in sugary drink
consumption in that country within
just one year.

Conversely, the Auris full hybrid returns class - leading fuel
consumption figures of only 3.8 l / 100 km in the European homologation combined cycle and remarkably low, highly
tax - efficient CO2 emissions of
just 89 g / km - a figure unmatched by any other C - segment car.
That's
just a weasel excuse for continuing the highly inflationary economic cycles under the IMF and World Bank recommended / endorsed highly inflationary
tax regimes of income and
consumption taxes to enable the continued capture of the world's wealth.
