For the first time since David Cameron became leader it feels like the Government are firmly
in control of the agenda and right now it is Labour that seems to have the most hunger for power.
Within months of assuming office, the Conservatives had taken
full control of the agenda, rolling out ambitious reform programmes in health, education and welfare.
All that happened is that the very rich
gained control of the agenda for education and the aspiring - to - be-rich-through-privatizing-a-public-institution became rich.
Citizens would thus be in
control of the agenda - setting process for constitutional change.
