The states of California and São Paulo — two of the largest states in the world — have been leaders in energy policies that reduce
conventional air pollutants, greenhouse gases, and energy costs, thereby saving tens of billions of dollars.
Fossil fuels — especially coal in electricity generation and gasoline for transportation — are the biggest source of
conventional air pollutants, such as sulfur dioxide (SO2), nitrous oxides (NOx), and carbon monoxide (CO).
