core dairy products, while the other included the entire
dairy category, with non-
core products such as cream being included.

core dairy (11), this is one
category where the NPSC may be inconsistent with the Australian Dietary Guidelines.
However, changing the
category that milk occupies in the NPSC from a beverage to a food would increase the agreement of the two systems, allowing health claims on milks as a
core dairy food, and therefore should be considered.
