The rule is designed to speed up the retirement of the nation's fleet of
coal - fired power
plants — the most carbon - intensive way of
creating electricity — and could more than double the rate of
coal plant closures
by 2040.
The
coal industry has
created a problem for itself
by saying that «clean
coal» refers to Integrated Gasification Combined Cycle (IGCC) power
plants where CO2 is captured and stored underground.
Limit construction of new
coal - fired power
plants to those that capture and store carbon emissions,
create incentives for carbon capture technology on new and existing
plants, and phase out existing
coal - based power
plants that do not capture and store carbon
by 2030.
The energy
created by the two Crystal River
coal plants, which opened in 1966 and 1969, will be replaced
by the new nuclear
plant set to be built at a cost of $ 17 - billion in Levy County.
