The Congress of Aboriginal and Torres Strait Islander Nurses and Midwives (CATSINaM) and other experts in the field of
cultural safety have welcomed the new standards
as long overdue, but there are concerns about a lack of clarity in the terminology used,
as they use the language of «
cultural awareness» and «
cultural competence» rather than «
cultural safety», although this latter concept is the focus of supporting documents.
Dr Leonie Cox, a senior lecturer at QUT in Brisbane who presented on
cultural safety at the CATSINaM conference, raised the same concerns
as Mohamed, saying: «I'd much rather see the Commission grasp the nettle, and use the term «
cultural safety» in the standards».
She raised concerns about the use of «
cultural awareness» terminology in the standard, rather than «
cultural safety», and said CATSINaM would be offering
cultural safety training
as well
as planning and implementation workshops to assist health services to comply with the new requirements.
If we were to reflect on this mainstream media coverage from a
cultural safety perspective, it could be viewed
as a teachable moment and an opportunity to inform the public about the real meaning and significance of
cultural safety in healthcare.

cultural safety fact sheet, Aboriginal and Torres Strait Islander people are more likely to experience and therefore continue to access health services and professionals who are respectful and safe.
Cultural safety training may be a challenging experience
as participants embark on an uncomfortable journey whereby they may feel guilt, shame and anger.

Simple requests, such
as embedding
cultural safety — which can also be called education about racism — into health practitioner regulation law, are falling on deaf ears.
Cultural safety is
as important to quality care
as clinical
safety.
Qualitative evidence indicated an increase in access related to ICDP activities such
as the removal of cost barriers to medicines; removal of transport barriers to attend services; improved
cultural safety in general practices; support and assistance from ICDP workforce for Indigenous people to access healthcare services; and more community programmes / resources to support healthy lifestyle choices and health - seeking behaviours.
Such conversations can be confronting, but they are vital to moving forward together,
as personal reflection is a core element of
cultural safety in health.
There are many similarities between
cultural safety and
cultural responsiveness, such
as: providing guidelines to health practitioners to improve their capabilities; putting the onus on change onto non-Indigenous systems and employees; debunking the myth that culture is the «problem»,
as opposed to racism and systemic inequity; and progressing the conversations beyond
cultural awareness or sensitivity, to create real change.
Likewise, the leadership of organisations such
as NACCHO, the Lowitja Institute and the Close the Gap Campaign in developing the understanding of
cultural safety more broadly across the health system is making a real difference.
