Michael Fullan explores the role of human, social, and
decisional capital in building educator capacity, and more importantly, a culture of learning within schools.
The concept of professional capital on the other hand consists of three components: human capital (the quality of individual teachers); social capital (the collaborative power of teachers as a group); and
decisional capital (the wisdom and expertise of teachers to make sound judgments about learners that are cultivated over time).
The ASMS approach is based on a framework centred on three levels of professional capital: working on the individual, social capital and
decisional capital, which the school terms «contributive leadership».
