MR: You work at a LAUSD Pilot School, can you share your experience in being a teacher who is part of making
decisions at the school level?
In 2001, at the urging of then Mayor Bart Peterson, Indiana lawmakers enacted legislation making Indianapolis the first U.S. city where the mayor can authorize charter schools, which are public schools that are independent from school districts, allowing them more freedom to make key
decisions at the school level.
In some cities, there are school based councils made up of parents and teachers that drive important
decisions at the school level.
Even as New Orleans handed power back to educators — increasing their autonomy and ability to make
decisions at the school level — we lacked a clear strategy to empower them to invent, test, and scale their ideas on how to boost academic performance.

Many people believe education is best run
at the local
