schools «failed» year after year, and as 2014 approached, the majority of
public schools in the nation had been
declared failures, including some excellent, highly regarded
schools (typically, the group that was not making sufficient progress toward 100 percent proficiency was students with disabilities, and the
schools that were likeliest to be labeled as failing enrolled high proportions of poor and minority students).
