in agreement that functional illiterate
people can read and write very simple sentences but not enough to deal with the needs

Educate them if they're new, actually ask them what their practices are (I find a
lot of people automatically label
people as a BYB just for having the gall to breed any dog at all, it doesn't matter what the
persons standards were — BYB is just a negative slang term intended to attack / offend any given breeder — it actually doesn't mean anything
in a legal sense, there is no legal
definition of it because there is no way
of defining it
in a legal manner without also applying it to all breeders).

people who see their role

The logic is so simple that it sometimes seems this doesn't need to be said, but growing up with a dysfunctional sense
of what a «normal city» looks like can make something logical invisible, so here's the key point: A city, practically by
definition, is a
lot of people living
in a relatively small area.
There are
definitions, and not using those
definitions, is causing a
lot of problems for
people in the housing industries (from RVs to permanent housing).
This is obviously a
lot broader, and it's the
definition that many group plans use;
people who have these types
of policies but don't really understand them may accuse the insurer
of not paying
in certain instances, even though that's not what is outlined
in the policy itself.
