The Washington, D.C. - based National Council on
Teacher Quality has released its seventh annual State
Teacher Policy Yearbook, which includes a 360 -
degree analysis of every state law, rule and regulation that shapes the
effectiveness of the teaching profession
in New York.
For more than a century, public education has worked under a single salary schedule that compensates
teachers for college credits, education
degrees, and years of experience, but not for their
effectiveness in the classroom.
Simply by giving up the extra payment awarded to
teachers with master's
degrees, school districts
in Florida could save better than 3 percent of their teaching personnel costs without losing any of their classroom
effectiveness.
Whether
teachers are certified, or obtain an advanced
degree, or attend a specific college or university, or receive more or less mentoring or professional development turns out to be almost completely unrelated to a
teacher's
effectiveness in the classroom.
Our main analysis below examines the
degree to which these summary indices predict a
teacher's
effectiveness in raising student achievement.
Teachers would thus enroll
in advanced
degree programs of their own accord if those programs were known to improve
effectiveness.
Numerous studies, including several based on North Carolina data, show no significant relationship between advanced
degrees and
effectiveness, with the possible exception of high school
teachers who receive advanced training
in their field of specialty.
Both initial certification programs, which happen mostly at the undergraduate level, and master's
in teaching
degrees, which provide additional training to existing
teachers, have only a limited impact on
teacher effectiveness.
How does the
degree of
teacher buy -
in interact with
effectiveness?
Participating LEAs can use this tool to identify turnover trends and shortage areas; examine which schools lack access to effective
teachers; determine where to direct more intentional recruitment resources; and study the
degree to which professional learning experiences are tied to improvements
in effectiveness.
In contrast to statistically nonsignificant differences for the teachers within levels of school effectiveness, these statistically significant differences among teachers across schools suggest that a teacher's preferred style of interacting with students is a teaching dimension which is less well influenced by the practice of others at the school level than other dimensions of teaching being investigated in our study (e.g., time spent by students in independent reading, or degree of home communication

Teacher Residency, the Relay Teaching Residency, founded
in 2007 and supported by Relay Graduate School of Education, is a two - year program that provides residents with a structured, gradual on - ramp into the profession, along with a master's
degree.28 Ninety - two percent of employing school leaders affirmed their satisfaction with the performance of their
teachers who were enrolled at Relay.29

So we have a lot of mixed messages
in this state as far as schools that are identified as turnaround or transformation; we have a new accountability system that will label districts more rigorously than they've ever been labeled before so that puts added pressure and then with Senate Bill 191 that's going to hold
teachers and principals to a higher
degree of accountability around
effectiveness and at the same time cutting the education funding to a drastic extent.
