The 2008 - 09 Reports on Plans and Priorities (RPPs) are
departmental expenditure plans that elaborate on the information contained in the 2008 - 09 Main Estimates tabled on February 28, 2008.
It also meant that
the departmental expenditure cuts contained in the 2012 budget were not included in departmental / agency spending estimates submitted to Parliamentary Committees for review.

If it wants to make cuts, the place to do it is «
departmental expenditure» - spending on services, which is what Darling was questioned about this morning.
