Bluefire has released
a desktop reader program for Windows computers.

There's also a number of
desktop readers such as the wonderful Calibre eBook Management
program, and the Stanza
Desktop reader.
There's plenty of online and
desktop programs available — for the iPod Touch I found the free NetNewsWire Feed
Reader.
If it's an online RSS
reader, you can just click on the link, «Subscribe to: Top Free >...» which I'll show an example of below, but if you're using
desktop software to read your RSS feeds, then you'll probably need to save the feed's URL and paste it into the
program (I'm not 100 % sure, though, as I've only used an online
reader).
Graphic.ly used to be only an iPhone app or installed
program on your
desktop, but now they have a browser
reader, a Windows Phone app, and one for Android in beta.
Not only did I use Google
Reader, but I also used a
desktop program, FeedDemon, that synchronized with Google
Reader.
