To explore these questions, we studied the 29 high school closures begun between 2003 and 2009 in New York City to
determine the degree to which a closure affected a range of student outcomes, including graduation
rates, mobility, attendance, and

This complex statistical methodology identifies
academic peer groups of students from across the state who performed the same way in the past, then
determines their relative growth this year in order to
rate the overall growth for students achieved at a school.
(The
Academic Performance Index has been eliminated and the state Board of Education is still
determining a new accountability system, which may include an overall
rating.)
Under the regulation, schools and districts would receive an overall
rating of one to five stars as
determined by school performance (very low to very high) on multiple indicators — proficiency, a separate

academic indicators must count much more in the determination of accountability
ratings than the non-
academic indicator (s), but states are allowed to
determine the exact weight of each indicator.76
The student growth trend
rating of high, expected or low will be based on professional judgment and three years of data — student growth percentiles on state K - PREP tests (how much a class improves from one grade level to the next comparing students in the class to their
academic peers statewide) or rigorous, locally
determined student growth goals, developed collaboratively between the teacher and evaluator.
Wisconsin's plan uses a broad array of factors to
determine school performance, including
academic achievement in reading and math tests, graduation
rates, progress in attaining English language proficiency and chronic absenteeism.
