teacher's evaluation, and that TEA ensure that local school districts using locally -
developed appraisal systems use student growth at the individual
teacher level.
TCTA and several others registered strong objections to this requirement in the rules in public comment with TCTA noting that the commissioner does not have statutory rulemaking authority in particular to require locally -
developed and adopted
teacher appraisal systems to include student performance defined in this way.
The desire to minimise workload for
teachers has led to some model policies on both
appraisal and pay that, if implemented, would have very limited scope and possibly would not
develop the strong link between performance management,
