issues that proponents of other equity frameworks have argued should be considered in allocating national emissions targets
such as historical emissions or the level of economic
development in poor countries are already in serious consideration in international
climate change negotiation agenda focused on

as: (a) financial responsibility for adaptation, (b) responsibility for loses and damages for
climate change, and (c) financing of
climate friendly technologies for developing countries.
