An additional approach commonly used to identify students at risk for reading problems is
diagnostic assessment of reading ability, in which students are assessed on a wide variety of component
skills and processes
related to reading.
(1) evaluation of REHABILITATION potential, including
diagnostic and
related services, incidental to the determination of eligibility for, and the nature and scope of, services to be provided, including, where appropriate, examination by a physician
skilled in the diagnosis and treatment of emotional disorders, or by a licensed psychologist in accordance with State laws and regulations, or both;
