But my own experience in business process design tells me that a regular routine to deal with a regular failure or other event is usually cheaper and less trouble in the long run than spending extra on reducing the failure rate to the point that when it does happen, everybody's running around like chickens with their heads cut off digging into dusty manuals (or the electronic equivalent).
