who do not want to be regulated have stirred up fear by some legislators that passage of the proposed rules for

Permit applications must include basic information that should be readily available to the importer: The name and address of the person intending to export the
dog; the name and address of the importer; the number of
dogs to be imported and their
breed, sex, age, color, markings, and other identifying information; the purpose of the importation; the port of embarkation and mode of transportation; the port of entry in the United States; the proposed date of arrival in the continental United States or Hawaii; the name and address of the person
who will take delivery of the
dogs; and, if the
dogs will be used for research, the USDA registration number of the research
facility.
With these deliberate omissions making it impossible for local governments and advocacy groups like the ASPCA to monitor puppy mills, the USDA continues to endanger the lives of
dogs who suffer in commercial
breeding facilities.

breeding facilities where
dogs are kept in small cages, not properly cared for, and essentially
bred over and over to meet the demands of pet shops.
But the substandard
facilities, sometimes referred to as «puppy mills,» not only harm puppies and the people
who buy them, they also threaten the reputation of the broader
dog breeding industry.
