One of the positives that came out of these meetings was a consensus about what constitutes sub-standard commercial - breeding facilities, including any «dog breeding operation, which offers dogs for monetary compensation or remuneration, in which the physical, psychological and / or behavioral needs of the dogs are not being fulfilled due to inadequate housing, shelter, staffing, nutrition, socialization, sanitation, exercise, veterinary care and / or inappropriate breeding.»

Bobbi and The Strays Bobbi and the Strays believes that their purpose is to undertake rescue operations and to provide essential care for orphaned, stray, abused and special needs cats and dogs.

In a proactive measure to help animals in need, the ASPCA is partnering with New York Cares and the NYPD Community Affairs Office to launch Operation Gim me Shelter, a program designed to connect at - risk pets in the 113th Precinct in Jamaica, Queens with appropriate dog houses.
