The parenting
intervention consisted of culturally tailored societal information combined with the Connect parenting support
program.24 The culturally tailored societal information was developed based
on an
earlier finding from a qualitative focus group discussion.6 This part of the
intervention constituted the first part of the
program (2 sessions) and covered 3 themes: convention
on the rights of the child, parenting styles (authoritarian and democratic parenting), and the aim and purpose of social services work with children.

on prevention and
early intervention programs, such as Family Violence Prevention and Legal Service Victoria's Sisters Day Out
program or Central Australian Aboriginal Legal Aid Service's Kunga Stopping Violence Project.
Distinctions were also made between
programs that were universal or selective preventive

early signs of being
on the trajectory to substance abuse.
In Denver, low - resource families who received home visiting showed modest benefits in children's language and cognitive development.102 In Elmira, only the

programs are not a panacea, sufficient unto themselves to reverse or prevent the damaging effects
on children of poverty and inadequate or inexperienced parenting.
Previous delinquency, substance abuse, and teen pregnancy prevention
programs have been provided in the late elementary or middle school grades, just prior to the ages when delinquent behavior, substance use, and sexual activity increase in prevalence.6, 7,31,32 Yet the social development model that guides the present
intervention suggests that
early and sustained
intervention through the elementary grades should put children
on a different developmental trajectory leading to positive outcomes over the long term.
The importance of
early interventions that target caregiving is underscored by studies demonstrating high cost - effectiveness through greatly enhanced long - term outcomes.41 Furthermore, children who receive more nurturing caregiving may also be protected from exposure to stressful life events, suggesting this central target may have positive ramifications
on brain development.42 Considering these issues, study findings are relevant to the public policy debate
on the importance of
early preschool
programs for young children living in poverty.
